The Chief Program Officer, a member of the executive management team oversees all service programs and Program Directors for United Ability and provides strategic programmatic leadership and direction to the organization. Accountable for service delivery, the Chief Program Officer ensures that United Ability meets or exceeds all regulatory and contractual obligations and United Ability policies and procedures.  As a dynamic, positive, and energetic leader, the Chief Program Officer engages staff to find innovative approaches to serve children and adults with disabilities, expanding results in a cost-effective manner.

Essential Duties, Responsibilities, and Decision Making:

  • Manage, lead, and develop all Program Directors in a positive and encouraging manner that promotes collaboration and innovation among staff and programs
  • Provide effective and inspiring leadership by being actively involved in all programs and services, and implementing best practices across all departments
  • Understand and positively demonstrate the balance of mission and business necessary to run a program effectively, impart that knowledge to directors, and uphold accountability of those standards
  • Identify opportunities to leverage cross-division strengths that promote new opportunities and/or to address challenges
  • Identify opportunities and implement program policies and procedures to improve service effectiveness and program participant outcomes; update policies and procedures as needed/required
  • Identify service gaps and design innovative, effective, viable programs
  • Ensure compliance with current and future accrediting agencies
  • Ensure cross-functional collaboration throughout the organization in implementing strategic planning activities related to programs
  • Proactively participate in the preparation of annual programmatic budgets and ensure that budgets are managed effectively and reported accurately on progress made and challenges encountered
  • Provide meaningful leadership with fairness and integrity to Program Directors and help to identify, evaluate, and address current and future personnel needs
  • Ability to listen and communicate clearly, effectively, and in a manner that promotes trust, confidence, and dependability – both internally and externally
  • Oversee United Ability Board Program Committee and Program reporting
  • Co-lead the Safety Committee and work collaboratively to ensure organizational safety

Qualifications, Background, and Experience Required or Desired:

  • A minimum of 5 years of experience with a positive track record in senior management required
  • Excellent communication skills with an ability to coach senior-level staff is required
  • Knowledge and experience in budgeting, government funding, and fiscal management is required
  • The ability to think strategically, creatively, and analytically is required
  • Experience in non-profit program management is required
  • Experience in direct care service provision is strongly preferred
  • Knowledge of federal, state, and local funding sources is strongly preferred
  • Knowledge of Medicaid waiver services is strongly preferred

 

Education, Certifications, or Licenses Required or Desired:

A minimum of a bachelor’s degree required
